Can't connect to database after changing domain on Oracle Windows 2000 server

I changed the domain for an Oracle Windows 2000 server, then I shutdown and restarted the database, but now I cannot connect using "connect internal," and the database cannot be stopped or started. I am prompted with an "ORA-01031 insufficient privileges" error. How this can be resolved? No password file is used.

Try shutting down the service using the services GUI, especially the tns and agent services, then remove the snmp.ro and snmp.rw in the ORACLE_HOMEnetworkadmin directory, then restart the services. Make sure the entries in the tnsnames file are proper and any entries in the listener.ora as well.
