This is a follow-up question to "Migrating a database from Oracle 7 server release 7.1.6.2.0 to Oracle 9i".
What will happen to the forms and reports? Can I continue to use them on Oracle 9i on the Windows 2000 system?

You will want to upgrade your forms and reports. You should upgrade to at least Oracle Developer 6i. The upgrade should be pretty easy. You just have to open the forms and reports in the new version and save them as the new version. This will recompile things for you.
Additionally, your forms and reports probably use a TNS alias as defined in your TNSNAMES.ORA to connect to the database. When you move the database, just update your TNSNAMES.ORA to point that TNS alias to the new location!
