Is it possible to restrict data in a single schema? (e.g., "SCOTT")

For example, in emp table, the person whose job is "CLERK" should view all "CLERK" information, the one whose job is "SALESMAN" should view all "SALESMAN" information, and so on.

Yes, this is possible. What you are talking about is called a Virtual Private Database (VPD). Please see this chapter of the Oracle Database Security Guide. Also read the next chapter in that document.
