Can I resize SGA while the database is up and running?

Yes and no. It depends on your setting for SGA_MAX_SIZE. If you have not set this parameter, it defaults to your total SGA size. In this case, you cannot increase your SGA size while the instance is running but you can decrease the SGA size. If you want to increase your SGA size while the instance is running, you will need to have previously set the SGA_MAX_SIZE parameter to allow for this growth.
