Can I install database on Windows XP Home Edition?

I installed Oracle9i Application server and Oracle9i Developer Suite on my Windows XP Home Edition PC. I want to create a database on this PC and use it as a server. My problem is that I couldn't create a database. I am not sure if I can use this PC as a server to create the database.
Windows XP home doesn't support Oracle Database installation. You'll have to load a database on a different PC (with Windows 2000 or XP Pro).
