According to Oracle's certification matrix, you cannot install Oracle 184.108.40.206 on the Windows XP operating system. Only Oracle release 9.2 and above is supported and certified for Windows XP. You can probably install Oracle 220.127.116.11 on Windows 2000 but it is now de-supported by Oracle, so it might be difficult to obtain support if you were to encounter a problem.
