There is no VB interface for RMAN. However, with VB, you can call an external routine to run the RMAN utility.

If you want to code VB-specific backup routines, then you will have to write these yourself. You will have to write the routines to extract the data from the database and store the data in a backup file. And you will also have to write the routines to restore from your custom backup. Additionally, you'll have to handle all sorts of multi-concurrent transactions and how they might impact your database.
This will require a lot of work and you will be reinventing the wheel, since Oracle already provides all of this with RMAN.
